This is a good time to remind everyone that when he's not performing in a hallway 3 times a day, he doesn't get to just chill in his cell. They find other work for him. Cell phones are constantly pinging the nearest tower. Just pinging the tower counts as roaming because there's data transfered every time it happens. Turning your mobile data off doesn't stop that from happening - you'd need to be on airplane mode.
He's been using international cellular networks just by having his phone turned on.

Actually they do fucking tell you, idiot. I also have AT&T and I checked before I left the country to see what I had to do. And they send you a text when you start roaming to let you know the deal.

I was wondering why they didn't just give him a refund or something but if he opted out then that explains it. But that doesn't explain why it took him 2 months to notice. I have Verizon and they send me a text a couple of days before they take payment out of my bank account with the amount that's due and another one when the payment goes thru. Even if att doesn't do that I think he would check his bank account at least once a month and notice a 650 charge that shouldn't be there. I wonder if he's such a boomer he doesn't bank online and has to wait till he gets a monthly statement mailed to him. Who am I kidding Carol is the one who probably checks the account and just figured Joe wasted some of her dead husbands money on something stupid like he does all the time and only asked when it occurred a second time. Shit knowing Joe the accounts under her name because they wouldn't give him a cellphone with his credit.
