Couple of observations, firstly it's okay for the panels to be staggered as some people have called him out on.(correct method) What's not okay is that they have been installed tracking the ground and using the adjacent property as a guide they are not level and slope off downhill. This has two implications which we cannot see from the photo he uploaded but explains why he installed it backwards and why they didn't let the violation slide. Firstly, if your panels run at an angle then your posts will either need to be angled too or have been nailed not perpendicular (both look stupid) Secondly it likely means that the end panels are not even upright and will run at an angle too or leave a 2" gap.
