2) Why do you even need to get a permit to learn how to drive in the first place?
1 - Yes. My son just took it. Basically it makes sure you know what each sign means.
2 - The permit is just a written test. Once you get that you can drive with licensed driver. I know for my son to get his license he needs to drive 48 hours with a licensed driver before he can take the test but he just turned 16 and I think it's different if you're over 18

I remember being younger and going with my dad to the DMV. He drank like 3 beers before and when they asked him for some type of ID or application he didn't have on him he started yelling about how the terrorists have won.
