Its a tough one. Lincoln favored the Liberia “black Israel” idea but was obviously killed, so the only thing of his that got accomplished was freeing the slaves. All further progress on their rights and what to do with them was handled by those who came after him. Tbh I don’t know if they kept them around JUST to retain political power. Reconstruction only lasted about 10 years and after it ended the South was fine segregating the races and instituting certain measures to prevent blacks from attaining any power.

I think it was more about economic power. When the slaves were freed, the slave owners would get them to sign contracts essentially recommitting themselves to slavery (but technically not slavery - you signed the contract bro).
