Same reason Saban left LSU for Bama, they simply have more resources. It's easier to recruit kids at Florida/USC/LSU than it is at Tennessee.
LSU is probably fucked, they might be stuck with Kelly. But USC/Florida are definitely looking to make a change and Heupel will be on top of the list.

If you follow the fan boards or social media, Tenn fans are afraid he'll actually leave for Oklahoma lol, but I don't know if he'd take that after they fired him in 2014.
Currently he's making $9M at Tenn, but USC is paying Lincoln Riley $11M to look like ass. Oklahoma pays Venables $8.2. to look like wet dog shit and would at this point pay more for Heupel, but if I was him I'd rather live in Los Angeles than Norman or Knoxville.
