I like to think that whoever had the script knew it was a turd and was just holding it to be nice. Probably at the behest of someone at the SFWA. They were hoping to quietly get rid of it but Pig was probably constantly oinking at the guy so he said fuck it I'm sending it to coverage to get this over with. It came back with a PASS rating and they told Piggy as much. But in his delusional mind, he heard "give it a little more work and we'll send it through again" and so he got to work re-writing it only to find out that no, they didn't want a re-worked script. It's just dogshit.

Same thing with this Tiny Tim. He claims he sent it off but then didn't say anything about the editor/publisher liking it. Now he's playing the Twitter card, hoping that with 47000 followers he could get a few thousand to say they want it, which would probably get him some kind of deal to write it. But every time he pimps it ,he gets 10-20 likes at most.
