There are actually "harm reduction" groups out there that advocate for every citizen carrying Naloxone on their person, in case they come across an overdosing addict. Apparently keeping these people alive is the responsibility of regular people, as if reviving them is saving the cure for cancer or something.
It's a really bad idea because they often wake up pissed off that you ruined their buzz and now you have a raging junkie on your hands. It should be left to the professionals.

Just before it was taken down I could see them pointing at things by/behind the camera and looked like they were maybe following the data/power connection (could be that they were discussing access). Whoever was operating the camera was watching them as it followed them about on the ground. They were there for about 10 mins before the screenshot I took (3 X is where they were standing). At that point they were just milling about on the phone so I didnt think they were there to shut it down.

Just as I loaded up OBS to start recording it, it panned round from the workers to a truck that had pulled up beside it with a cherry picker (platform lift thing) literally just as I was about to click record the owner privated the feed. This was before any of the workers had started to do anything.

It would be hard to put in without tapping into municipal power and the data connection was pretty rock solid so if it was 4g connected it had a decent data plan/signal.
It was mounted on a pole/streetlight on the corner and not on the building so it could have been a legit one that was hacked I guess.
As artie says the zoom and picture were very good, the ptz action and motion would indicate its a speeddome camera so it wouldn't have been small. optical Zoom seemed to be at least 35x maybe 45x Im guessing something along the lines of:
