If you were talking light infantry, then I'd agree that they're likely expendable, poorly trained, and poorly motivated and sending them in order to sell a deceptive strategy would make sense.. But for your premise to work, they'd have to be willing to sacrifice tanks and aircraft in the feint. For that reason, I doubt this was some genius plan.

And if this was meant to send in elite troops all along, then they'd use the intel gathered in your premise to do so. Instead, they're just shelling cities. Not exactly an act of precision or cunning. Yeah, they'll probably win, but only because they'll overwhelm them with numbers.

2014 mostly worked because there was a lot less resistance since Putin took areas of the country where Russia is popular. Not only are these areas culturally distinct from Western Ukraine, but the latter built up a lot of hatred and mistrust of Putin over the past 8 years. It wasn't won on strategy, it was won on the popularity of Russia in those regions.
I've heard a lot of predictions that Putin will take Ukraine within a few weeks and declare victory, but battle an insurgency for years. Russia's Iraq, basically.

I'm not taking it as gospel. I'm more surprised/impressed with the fact that they didn't disable Ukraine's telecomms. THEY WANT people to see what they're doing, possibly to distract them from something else they're doing.
They wanted to use those comms for them. Hate or like US army, they have everything for them.
