To some degree, yes but not to the extent that they're insane about it like they are here in the UK with half the people. They aren't a nation recognised for athletic prowess at an elite level though. I think in any European or South American country people have football in their bones. It just doesn't resonate in other places. There is a good European scouting network set up in Croatia too, that's why a lot of Croatian players play all over Europe at top levels. To be fair though, there are quite a lot of Japanese players in Europe atm, there were only a handful a decade ago and the majority of their national team used to all play in the domestic leagues.
