i've actually never seen a video poker machine. You'd have to be a complete rubenstein to gamble anyways.
It's low level money laundering. So the police don't catch you with a pocket full of notes with no explaintion.

Put half the money on black, half on red and get your money back. If it lands on 0, that's the cost of doing business. Now you have a slip and proof it's your money. Otherwise the police take it and tell you to come down the station with a pay slip, cash machine receipt etc

The employees don't mind. Mostly women working in bookies, under staffed and at the mercy of drunks and addicts. Its usually the muscle that hang out there, keeping an eye on the corners and collecting the money so if the sellers get robbed, it's never much.
