It does have slightly more significance than symbolism. If (big if) it gets built it doesn't get torn down. It's why the Dems really don't want it. The usual government response to anything is "resources" aka money. "Hey we doubled the budget this problem is fixed!" "We got more agents (who we won't actually let do their jobs)". A big beautiful wall has permanence that a rootless cosmopolitan can't sweep away during the next administration.

My brother was a slightly prestigious rank in the military, so he spent a lot of time behind a desk. Every fucking year he was ordered to get new office furniture, computers etc for his unit bc if he didn't use the entire budget (at a minimum, his boss got hard from requesting additional funds) they figured it was because work wasn't getting done and they'd cut money the next year. 10s of thousands of dollars a year getting thrown out to look like you were doing something.

If you were running a base in Iraq you would pad your budget with all sorts of crazy shit. Hundreds of laptops or computers that would sit in a container on base until finally EOD had to blow them up before abandoning the base.
