I’m guessing he splits the tickets and door with the MOOse lodge. So he has to sell a set amount minimum to make it worth doing for them.
See, I think Joe probably pays for the hall himself, and the lodge makes extra money selling alcohol. It's just a local Moose hall, so I'd figure they charge Joe something like, say, $200 for the room. So if Joe sells 20 tickets at $20 a pop, he makes $200. But if Joe has only sold, say, 4 tickets, he's still $120 shy of covering the hall. So he's lowering the price to $10 in the hope of maybe attracting 15-20 more people, otherwise he'll lose money and be playing in an empty room.

That’s a good point as well. You are probably right. My parents belonged to a social club similar to this and as members they could rent out the separate event rooms fairly cheap. At the time the smaller of the two rooms was $75 plus there was another small charge for the bartender and clean up. I think it came out to $150. I know this because I was going to throw a party there. So it’s probably the same kind of thing.

$200 was just a guess, the real number might even be lower than that. But what it means is that Joe didn't even move enough tickets to cover the room, which means that sales were most likely in the single digits. Or zero.
