So what do we think the psychology behind women doing a “baby voice” is? (Miss Howard Stern clip for reference)

I've found that it is usually from 1 of 2 sources:
Daddy "wasn't around" Issues - These women are doing it as a put-on to manipulate you because their nasty filthy evil mothers who couldn't keep a man taught them to use men as a living wallet. So they will play up to your daddy instincts to beg you for something or get attention.
Daddy "was there too much" Issues - These women genuinely talk like that, and are only difficult to deal with because they are literally mentally children who have more rights than you do. They are usually hot, and are stuck talking that way because they stopped developing before they ever started. They were coddled and sheltered, always told "yes." Not to say these ones can't be cunts too. But the voice isn't a method to "use" you on purpose.
