Absolutely. Rick thought the case wasn't moving because the cops are lazy, and that if he did their work for them then they'd have to make arrests. It apparently never occurred to him that it was because they don't give a shit, at all. They have real stalking and abuse victims that they have to look in the face, they don't have time for a fat mama's boy that treats them like his private task force.
