Musk's Mars plans are aspirational and inspirational; he knows that if he acts "as if" other people will come on board and we'll make more progress than if he doesn't. Also he can get young, motivated engineers to work at SpaceX for long hours at dogshit wages, since they're working for a company that's actually trying to launch people into space.

The alternative is NASA, who've been trying to put people on Mars since Apollo ended in the 70s, to no avail. Or China.
