Brother Joe is considered one of the three creators of O&A so it makes sense that he would receive residuals from his creation because it would've never existed without him. Joe went from station to station trying to get their parodies on the air and when he heard the Opie show he realized they would be a perfect fit. It is a similar situation to the TV show the simpsons where the creators are still paid even though they are no longer involved with writing new episodes.
Here's a fun fact, Opie owns the O & A Youtube channel so anything resembling royalties for the show go directly to him
