Carter fucked himself when he was elected it was expected for him to keep some people from Ford, its some unwritten thing with presidents instead he fired a lot of the career establishment people including democrats and replaced them with his people that served under him as governor of Georgia, both parties made things difficult for him plus people he hired didn't have federal level skill sets, he was doomed, he was also too nice of a guy to do shitty things to people like other presidents
