Tbf, they do have excellent facial recognition tech and they have banned people and confronted them in the store if they try to evade the ban. They actually do pursue shoplifters/thefts out the door (at most retailers, if you make it to the door, you're basically free and clear as they have no pursuit policies in place).
No, being in disguise as a store that's really an intelligence front is a bit much. But Target is one of the few retailers that don't fuck around when it comes to retail theft.
