Seems that insurance companies long ago factored that into what they charge home owners in places like Malibu. These are people that are so wealthy they’ll rebuild in the same spot every few years.

Suzanne Somers' house in Malibu burned down a couple of decades ago, I remember her being interviewed about it. She tried to rebuild for a few years, but the California Coastal Commission kept wrapping her up in red tape, so she said fuck it, these people just don't want any construction.

I don't know if she was ever able to sell the land, who would buy beachfront property that can't be built upon? (Obviously, the government would buy it, for pennies on the dollar after they made it worthless.)
