The best time to learn a foreign language is when you are young and in school. If you took a language when you were younger (like Spanish or French), I'd revisit it and a lot will come back naturally.
If you're trying to learn a new language from scratch, you need to be speaking it every day conversationally with someone or else it won't stick. If you just want to learn basics and how to read and shit, knock yourself out w Duolingo but you arent really learning the language.
