You get credits for being poor (earned income credit) and for having children (child credit). Those will get you fairly large tax returns. The credits are not your money that you loaned to the government. It's other people's money who actually pay taxes.

Not to get all pro establishment here but I do appreciate that the IRS is one of the very few government agencies that actually aspires to outperform like a private company.

While the other agencies like the DoJ, DoH, NSA, etc may be so operationally and financially inefficient that they’ll shamelessly blow their budgets by zillions, the IRS will chase you down for a $100 underpayment. God help you if you try to rip them off.
