Why are there so many blind people in DC

No matter where I am in the DC-metro area, i always see an above-average amount of blind people, tapping their white canes all over the place. I see them, but they don't see me

If anyone tries to touch my face I bite them. I'm fairly confident that I could beat any blind person in unarmed combat. None of that "legally blind" shit though. They have to be fully can't-see-fuck-all blind.
