How is this any different than karaoke? He isn't covering the song. He isn't adding anything interesting or unique to the original. Covering a songs means reinterpreting a song.

He just plays the instrumental of a song and moos over it while strumming some chords. Is this what he means when he said he works hard?

This is a real cover:

A "musician" for over forty years, and this is what it amounted to. Joe is just an obese, low-grade jukebox, sitting on a stool in the corner of some shithole bar, braying along to the same old tired classic rock chestnuts for a half dozen disinterested local alcoholics. He isn't in a band, he doesn't do session work, he doesn't teach, he just cosplays as a professional musician. Even his ads look cheap and low effort.

He's worse, he fucks up all the time and cranks up his gear way too loud for patrons just trying to enjoy a nice meal

Joe is an excellent mimic, capable of adequately playing along with any number of wildly overplayed 1970s-80s cheese rock hits. Whenever he tries to step outside those confines, though, his limitations (fat-fingered, lazy) come to the fore. His leads are sloppy, and he often seems to be racing to get through them without making a mistake, as opposed to playing them with any real feel, style or panache. He's like someone who's great at building model airplanes trying to build and fly a real one.
