Any remotely competent law enforcement organization would forward the case to the feds as the vast majority of swatting cases are committed by perpetrators out of state

He did in fact go to Twitter right after the fake voicemails were left. As for the vandalism, he emailed them to the mole the next day. He didn't tweet about the pepperoni police incident either, which we know actually happened and he didn't do to himself. Niki almost certainly has a strict "don't tweet about this shit" policy.
