The first time he was suspended he started over with that PatrickSTomlin1 account. He got it up to about 2k followers if I remember. That seems about right to me. I bet the vast majority of his "following" is inactive accounts or bots. He probably has 2-3k active users which is why he gets a little interaction per tweet but nothing like an account with almost 50,000 active users should get.
