Yes. You can fail to meet the grades to progress, which is effectively the same thing. Assuming Fatrick went to the largest CC in his area, MATC, the standard for academic progress is a 2.0. Given that he couldn't even maintain that in HS, it's very likely that he did indeed fail out of CC.
