I think that was part of it but a big part was he saw how John Paul 2 was the last decade of his life and thought the catholic people needed a Pope a 100 percent healthy and with it. Plus when he retired he stayed 100 percent in the background because he wanted to set a precedent for a Pope to step down peacefully if he felt he couldn't do the job. Never in history had a Pope voluntarily and peacefully retired before he did.
