They were flipping the property behind his back and cutting him out of the deal. Someone tipped him off about this and he refused to sell. So the idiots in the government sued him and cut off his water supply and electricity to his other properties a few times just to harass him.

He ended up destroying the concrete plant, the warehouse, the local newspaper roffices, and the house that the mayor's widow lived in alone. $7million in damages for just the buildings alone. He also snapped the gas lines to the entire town as well and cut off power to a huge area.
