LBJ was a New Deal Democrat so his only objective was to create more power for the government over the populace. He had to get, in his word, "nigras" to vote for his party so he gave them gibs and yes it destroyed what was a black middle class that was rapidly closing in on the white middle class.

They give you a list of specific things you can get and a check to pay for it at the store. It’s like food stamps but you can only use it for these exact items because they don’t trust you not to give your baby orange soda and Doritos, which is what “people” do with food stamps.

It’s a pain in the ass because the idiots always bring the wrong thing to the register and then everyone has to stand there and wait while someone fixes it.
