Incumbents have significant structural advantages (support of community leaders, $$$) that are pretty fawkin' hard to overcome.
Ending super PACs, changing to the primary system (like runoffs and ranked choice voting) and allowing publicly-financed campaigns would be good place to start, but those things are unlikely.
