They must also provide ‘justification’ as to why any ethnic minority candidate was not chosen and provide detailed ‘scoring notes’ as evidence. Alongside this, they are required to suggest how the failed applicants can ‘develop their experience, skills, or amplitude’ for a better chance next time.

Exactly. I doubt it will actually move the needle as tons of non whites (Indians, Chinese, etc.) end up becoming doctors. Regardless, companies/people will just work the scorecards to get the results they want.

Broadly speaking, This is a byproduct of having partially or fully nationalized services. This type of shit happens all the time in the US where a govt department will define requirements that vendors must meet in order to be eligible to bid and win projects.

I worked for a consulting firm that was a federally certified Woman Owned Small Business, which basically meant a woman owned 51% of the company. The remainder was owned by her husband, who ran the whole operation.

It was just a way to scam their stupid requirements and gain a competitive advantage. They made zillions in taxpayer dollars by doing this.
