It's not capeshit at all. It's basically like Logan/Joker i.e. just uses the lore of comic shite but in a realistic way. It's just a mob family series but set in Gotham aka New York. Penguin is only really "Penguin" because his foot is a bit deformed. He's basically just Tony Soprano with a limp.
