An abduction call requires 3 police including a sergeant according to Milwaukee PDs S.O.P

This includes man with gun, or any typical "swatting" call

As you can see these have their own dispatch codes. The actual dispatch was a domestic, which is why only 2 officers were sent.

The officers would have no idea that an abduction had taken place

As suspected, there's not a line item for domestic issue (family trouble is sort of related, but handled a bit differently).
