He's actually not wrong about this. You didn't have to access anything illegally to get the date. It was available to the public via a teacher credential search. The social security numbers weren't shown on the results screen, but visible when viewing the HTML code of the credential page. Everything was publicly accessible so there was no hacking/fraud here. It was just a security flaw that was reported and fixed but the governor freaked out or something.

However, I do believe using stolen credentials to access a private forum might actually constitute fraud. Something Rick and Resto need to consider.
